Subject – REVISION OF PENSION UNDER OROP-II
Respected Sir,
- It is brought in your kind notice that at the time of OROP-1 revision, justice was not done to the jawans / NCOs / JCOs and the officers class took full advantage of this OROP by pressurizing and misleading the Government, which was opposed by the jawans / NCOs / JCOs from all over the country by demonstrating at Jantar Mantar under the banner of Voice of Ex Servicemen Society. Only jawans/NCOs/JCOs fulfill the criteria of OROP, not the officer class who serve for 65 years including re-employment with attractive salary and allowances. A comparative data of OROP-I revision is enclosed for your perusal. Some of the points are as follows:-
(a) Under OROP-I, the pension of NCOs and JCOs increased merely from 2% to 8% while that of officers increased from 20% to 25%.
(b) Under OROP -1 revision including DA, the pension of JCO/NCO/OR increased merely from Rs.671/- to Rs.2984/- while the pension of officers increased by more than Rs.19000/- including DA applicable that time. Total pension of Sepoy to Havildar ranks is even less than the increased amount of the officers under OROP-I
.
(c) Pension of 21 year old Major and Lt Col as on 01 January 2006 were 14110/- and 14600/- respectively. Now as on date their basic pension is 89,346/- which is jump of more than 600% since 01 Jan 2006 in basic pension. This pension amount including DA of these two ranks each is 119724/ (one lakh 19 thousand 7 hundred 24 rupees) as of today. As you know , all officers have motor cars, bungalows, bank balance etc. and their children are also well settled.
- It is clear from the attached data that all the benefits of OROP-1 were taken away by the officers who are not entitled to OROP. Keeping in view the following facts, we demand from the government that justice must be done this time to JCO/NCO/OR while revising OROP-2 :-
(a) Sixth Pay Commission closed the following two privileges of JCOs/NCOs/ORs on the ground that they would give lateral induction :-
(i) Fixation of pension on maximum of scale.
(ii) Rank weightage
But the policy of lateral induction has not come till today, while our above two facilities have been abolished. 7th pay commission also abolished the minimum guarantee pension which was being given till implementation of 6th CPC.
- Therefore, we demand the following from the government :-
(i) that, the pension of JCO / NCO / OR under OROP-II should be determined by giving Rank Weightage.
(ii) that, under the pressure of officers, disability pension was determined on the basis of percentage instead of slab system against the recommendation of 7th Pay Commission, due to which the disability pension of officers increased significantly while the pension of jawan was decreased to less than the amount recommended by 7th pay commission. Hence the minimum guarantee disability pension should be Rs.21000/- for 100% disable soldiers.
- Hope Govt will consider our demand sympathetically and will do needful as JCOs/NCOs/ORs are also victim of less Military Service Pay and pay matrix which had a bad effect on the determination of our pension
