REDUCING CANTEEN QUOTA GRADUALLY TO JCOS/JAWANS: Recent facts can not be ignored

HOW the Military has TRIPPED in Managing CANTEENS- leading to perpetual stock deficiencies !

Ever wondered as to WHY the shelves of the CSDs become Practically empty /deserted within 2-3 days of new stock arrivals ??

Here is the real reason for this STARVATION ( better term – Deprivation) of Serving & Retired AF personnel πŸ‘‡πŸ‘‡πŸΏπŸ‘‡

Above is the monthly entitlement, does not include Liquor.

If a canteen has a dependency of say, 8000 card holders, then as per above monetary limits of the dependants, the monthly auth would be about Rs. 11 crores.

But Army HQ says that you cannot demand for full 8000 dependency – You can demand only for average foot fall of last 12 months !!

One or as many visits per month by one customer will be taken as one COUNT. ie one HAZRI only.

Average footfall will Always come to be much less of actual dependency – let us safely assume it is half of dependency ie if canteen has issued cards to 8000 personnel, and 4000 on an average visit the canteen every month.

Technically the canteen should still be allowed to demand stores for 5.5 crores. EVEN THIS HAS BEEN CURTAILED !!

Curiously, the Army HQ has issued a chart which fixes the quota which you can buy.

For 4000 average footfall it allows you to buy stores worth 1.05 crores repeat worth 1.05 crores ONLY.
viz, for two collections in a month, it will be 55 lakhs only during each collection !!

This means that the stock will be exhausted PREMATURELY by purchase by less then 4000 customers and many will be turned back from Canteen EMPTY handed !!

Vicious Circle – This will further reduce the last 12 months average foot fall say bring it to 3500!!
That will further bring down the monthly stock which can be demanded to say, 90 lacs in the next month !

THIS IS A TRAP – And gradually every year the average footfall is reducing, stores collected and sales are reducing.

Another 5-7 years the powers that be will be in a position to say THAT the CSDs are redundant and not really required, esp since malls, big bazaar , metro, etc are around !!

Same goes for Liquor demand and sales except that it is not in Rupees but in number of BOTTLES, which will continue to diminish based on same model – SO THE TRAP IS THE SAME.

Unfortunately, neither the Canteen Officers nor the Unit/Fmn Commanders nor the Service personnel not the ESM unions are complaining in writing to any body about these vacant CANTEENS !!
In the canteen they do not endorse the denial of entitlement in complaint books.

So the plan of the Delhi walas is working.

TIME for somebody to WAKE UP !!
